I believe there was a change which unlocked Netspeed on the server side. No need to set any sort of hot key. Min can confirm.

There are links in the thread below that explain the settings needed. As Zen commented in the thread, there is a price to pay for increasing frame rates as well. I can do it on my internet connection in Houston, however I wouldn't dare try it on my lesser connection in Conroe. As a matter of fact I have tweaked my netspeed in the opposite direction there to help play-ability. The server is unlocked, so you should really bind "netspeed 10001" to a key or it will maintain those high frame rates unless you make the change to a lower setting each game.
