For a minute I thought it was an anti-Vietnam song. But after I asked the googles, it's supposedly about what he witnessed after visiting a refugee camp in war-torn Central America during the 1980s, which was war and human rights abuses. It is not a literal call for violence, but rather a metaphorical expression of frustration and a desperate longing for justice in the face of atrocities and injustice.
It did not say but I'm assuming he was in El Salvador.

In Roger's case he just comes off sounding pretty crazy, which I've always suspected. Prior o that he was telling them all how to vote, like it matters down there.
