Have heard some reports of people having weapon and movement issues on the TAM server lately. This seems to be happening elsewhere as well as shown in thread below. One solution may be for us to pull TCC...as it seems to have a conflict.
If you are having troubles, try this..
"Conflicts with 3SPN. (Mouse will freeze)
Expample to fix this bug:
Open your user.ini
scroll to the bottom and browse up and delete the AntiTCC columns.
ex.
[AntiTCC119Beta10.AntiTCCDialogCustomAgreement]
AgreedServerRules=69.31.96.222:7777 1442121128
FadeTime=0.350000
blah blah blah
....
save changes and load UT. Your mouse will now work. If you are still having problems the error isn't the AntiTCC but the 3SPN. Simply repeat the process and delete the 3SPN columns.
